"Dear Respected Members, Brothers and Sisters, Warm Greetings, Our organization, namely “Maharashtra State Government Mofutil Stenographers Association, Nagpur” is the only government recognized organization of stenographers working in all government departments of Maharashtra State and has been granted government recognition by the Government, General Administration Department by issuing Government Decision No. RGA-1073/19990/360-J, dated 25th January 1974. The founder president of the organization, Shriyut Gandhe, was working as a stenographer for the Commissioner, Nagpur and Shri. Pandit was working as a stenographer for the Superintendent Engineer, Irrigation Department. He worked tirelessly to establish this organization only for the Nagpur Revenue Department. After that, when Shri. Vinayak Godde was the General Secretary, he tried his best to run the organization with the help of Shriyut Gandhe. While the organization was moving forward and working at the state level, efforts were made to break the organization from the government level. It was only in 1988 that the then President Shriyut Mathai and General Secretary Shri Anil Shahu, with great effort, revised the original constitution of the organization and took the organization to the state level. In a real sense, the organization had started to take off across the state. Till that period, the stenographer working in any government department of the state used to work as a stenographer from the moment he joined the service and would retire from the same post. During that time, Shriyut Inamdar, the father of Marathi stenography, was giving a blessing to the organization through the Pune department. The Fourth Pay Commission was implemented in the state with retrospective effect from January 1986. But after the Fourth Pay Commission was established in the state, Shriyut Sukhtankar, former Chief Secretary, became the chairman of that commission. When the organization made a presentation before that commission, a request was made through the organization for the creation of a gazetted post in the stenographer cadre. The result of this was the government decision dated 16 October 1990, giving the status of selected category stenographers in the Ministry and changing its designation outside the Ministry to Personal Assistant. Since then, the employees in this cadre, the stenographers, got the opportunity to retire from the post of Gazetted Officer Class-2 due to the organization. Later, when the government stopped the classification and started the group classification, the post of Personal Assistants was classified in Group A. After that, the tenure of Shriyut Thombre and Shri. Shahu started, but in the latter half of their tenure, the organization had gone into a semi-dead state. Therefore, the work of giving shape to the organization was started especially from the Pune and Nashik departments, in which Shri. Bade and Shri. Panchal of the Pune department got the pay scale of the post of Stenographer (Lower Grade) increased during the Fifth Pay Commission through the Hon'ble Court. After that, both the above-mentioned Pune office bearers worked hard for the Error Committee in the Fifth Pay Commission and for that Shriyut Matlani, Shri. Geete, Shri. Vaidya Shri. Aghav Shivay Shri. Mohite, Shri. Vyas Shri. Gujar, Shri. Dhawale from Aurangabad division also provided valuable cooperation. On 28 April 2007, in the meeting of the organization in Nagpur, a new executive was formed and Hon. Shri.Harish Varudkar was elected as the President and I as the General Secretary. Since then, the initiative was taken to continuously revive the organization and remove the displeasure of both the above departments. Since then, the struggle of the organization to remove the flaws in the Fifth Pay Commission has been going far and wide to Pune, Nashik, Amravati, Konkan and to give shape to the organization. The President of the Amravati Department outside the headquarters and my close friend Mr. Mahendra Gaikwad made a great contribution to keeping the struggle of the organization alive by working hard. All the office bearers of the Nagpur headquarters played a valuable role in improving the disrupted financial situation. For that, the personalities who deserve special mention are Mr. Vikas Dangre, Mr. Vamanrao Titarmare, Dr. Sohan Chavare, Mr. Vijay Malpe, Mrs. Vidya Guralwar Mr. Mahesh Pawar, Mr. Mangesh Hemane, Mr. Dhawale, Mr. Nishat Hussain, Mr. Ramteke, Mr. Phating etc. all contributed greatly to strengthening the organization from all sides. First of all, when the issue was raised with the government from 2007, the position of the organization was that the General Administration Department should handle the issue of stenographers because it took almost 1 year to prove that stenographers in all departments of the state are working as per the service entry rules of the General Administration Department, when this was accepted at the government level. After that, after continuous struggle, the work of creating awareness in the organization in Pune, Nashik, Amravati, Aurangabad and Konkan regions was taken up on priority and everyone contributed with their body, mind and money. Mrs. Neha Dhamdhere from Konkan region, Mrs. Chavan from CIDCO, Mr. Wagh, Mr. Sorate have to be noted for their special help for the work in Mumbai on priority. My friends from the Ministry of Stenographers' Association Mr. Milind Anchekar, Mr. Vettakoli, Mrs. Saroja Lakshmanan took the lion's share to provide financial support to the organization. Therefore, the organization was able to move forward well and by creating the post of Senior Personal Assistant of Class-1 Senior Category of Under Secretary level outside the ministry in the state, the organization has set a milestone in our career. In the Seventh Pay Commission, the organization climbed one more step and obtained the pay scale above the Under Secretary level and the pay scale of all the cadres in the cadre like Stenographer (Lower Grade), Stenographer (Higher Grade), Personal Assistant was increased one by one. However, the regret of not being able to increase the pay scale of the post of Stenographer will remain in my mind. The organization has achieved the honor of getting the highest pay scale in Group-B of the state service through the increase in pay scale, which is a great achievement of the organization. I hope that the organization will grow in the same way and all the posts in the cadre will get gazetted status.
